رسالة الي بيبسي و موبينيل وفودافون و ٥٧٣٥٧ و مصر الخير و المجتمع المدني

والي الناشطين في عالم السياسة من شباب ونخبة وكل القوي الفاعلة او تلك التي يمكن ان تكون فاعلة في مجتمعاتنا

هوه حد يكره الخير وعمل الخير؟ مش العطاء ده تكافل اجتماعي محمود؟ طب مش عاجبك الفستان البنبي بتاع دنيا سمير غانم ماشي .. يمكن التعليم ولا حتي الرياضة كان حيكون اختيار اجدي. ولكن مبادرات محو الامية او ايجاد ١٠٠ فرصة عمل للشباب ومستشفيات حديثة لعلاج مرضي السرطان و غيرها كلها اهداف نبيلة. وبالذات الآن وبعد الثورة هذه كلها جهود محمودة لمواجهة ضريبة الاضطرابات السياسية وتاثيرها السلبي علي الاقتصاد مش كده ولا ايه؟؟؟

الحقيقة ولا إيييييه هي الاجابة في رأيي

بداية انا لا اشكك علي الاطلاق في اهمية والدور الفاعل والاساسي للمؤسسة الخيرية بكل انواعها واطيافها في مصر ولا في النوايا الطيبة والعزيمة الصادقة للقائمين علي مثل هذه المبادرات . ولكن علينا ان ندرك ان هناك الكثير من التاثيرات السلبية وجوانب من المهم ادراكها حتي لا يكون مثل هذا الجهد والمال المبذول مجرد قصور من رمال تنهار حين تاتيها امواج المد أو اذا داعبتها نسائم رياح.

علي مدي سنوات ماضية ظهرت مثل تلك المبادرات وتعاظم دورها في وقت تراجع فيه دور الدولة بشكل واضح وفاضح عن تقديم خدمات واحتياجات اساسية لحياة المواطنين بدءاً من اعمال البنية الاساسية، مثل وصول المياة النظيفة للناس في بيوتهم ، وصولاً الي التامين الصحي ، وتراجع العلاج في مستشفيات متهالكة يتحول فيها البسطاء الي حيوانات تجارب لعمليات يجريها اطباء معدومي الخبرة والضمير. ومع استمرار سياسات اقتصادية تخدم القلة ارتفع عدد من يعيشون تحت خط الفقر وفقاً لجودة عبد الخالق في احد لقاءاته التليفزيونيه في اون تي في الي ٤٠٪ ووفقاً للارقام الرسمية الي ٢٠٪ .

كل هذه الاعراض تعبر عن حالة يسميها اهل الاقتصاد الدولة الفاشلة او المتهالكة او المنهارة failing state و المقصود هنا هو انها بلد يفشل نظام الحكم فيها في ادارة شؤونها وتقديم الخدمات الضرورية من تعليم وصحة وامن وحماية حدود. فتصبح وكانها برج سكني آيل للسقوط علي راس قاطنيه. في مثل هذه الحالات كما نعلم جميعاً عادة ما يقوم السكان باجراء بعض الترميمات كل وفقاً لقدراته المادية حتي لاينهار المبني. وهذا هو في رايي ما يقوم به في هذه اللحظة المبادرون للخير من مختلف الجهات سواء بهدف الدعاية الفج او بنية وعزم صادقين.

واماكون مصر تشهد اليوم حالة ال failing state فهذا ليس بقولي ولكنه تقييم لمؤشر اقتصادي نشر في مجلة ال foreign policy الامريكية ويضم حوالي ١٧٧ دولة وجاء فيه مركز مصر رقم ٤٥. وهو ما يعني انها تواجه حالة شديدة الحرج تنذر بمشكلات . ولكن موقفها بالطبع افضل كثيراً من العراق رقم ٩ مثلاً ، او الصومال والتي تجيء في قمة المؤشر. بمعني انه حين تفشل الدولة وتنهار فان الموت جوعاً مع تزايد حدة الصراعات الداخلية والحروب الاهلية هو المصير المنتظر.

نظرة تفصيلية لتلك اامبادرات يمكن ان تكشف لنا الكثير:

هناك عدة مبادرات لمؤسسة مصر الخير وحدها من بينها مبادرات لسداد الديون للامهات والغارمين ولتقديم مساعدات ل ٥ مليون مصري يعيشون تحت خط الفقر اضافة الي مبادرة لتحسين الانتاج الحيواني ( وهو صميم عمل وزارة الزراعة).

شركة اتصالات تقوم بتوصيل المياه لكل انحاء مصر ( وزارة الري)

فودافون تقوم بمبادرة لمحو الامية ل١٧ مليون مصري (وزاة التعليم)

موبينيل تقوم بالتدريب والتاهيل لتوفير فرص عمل ل١٠٠ الف مصري ( وزارة القوي العاملة و الاستثمار)

بالاضافة الي مبادرات عدة لتوفير العلاج بدءاً من مستشفي ٥٧٣٥٧ وحتي مستشفي ابو الريش الياباني ومستشفي المعهد اقومي للاورام وبنك الشفاء المصري والمستشفي المركزي للجمعية الطبية الاسلامية ( وزارة الصحة)

وهاهي بيبسي تتقدم لتوفير الكساء.

من المهم ان ندرك ان هناك كم ضخم من الاستثمارات والاموال التي يتم جمعها من جيوب المصريين لتسكين وليس علاج مشكلات تتفاقم يوماً بعد يوم ، ويعاني منها المصريون. بعض هذه المبادرات استطاع جمع ٥٠ مليون جنيه ويسعي الي جمع ١٠٠ مليون اخري هذا بالنص هو قول الاعلان عن مجمع اسلامي طبي.

والمشكلة ان كل تللك الاموال تمتص في انشطة يعتقد اصحابها ان لها اولوية في غياب لتخطيط يمكن ان يحول تلك المبادرات الطيبة الي قوة فاعلة ومؤثرة.

ولنتذكر ان من سيتم محو اميتهم سيستمروا في العيش في نفس المجتمعات المتهالكة بدون تمكين او تغيير حقيقي لظروف حياتهم .

ومن تصل اليهم انابيب المياه يعرفون جيداً مثلما يعلم كل اهل الريف ان المياه ستصل اليهم لمدة ساعة واحدة في اليوم وغالباً ما يكون ذلك في الليل السحيق او قرب الفجر لتمتلئ اوانيهم علي آخرها بمخزون سرعان ما يتبدد مع امتداد اليوم. وقتها يلجأ العديد منهم للترعة المجاورة مرة اخري للغسيل او الاستحمام او الشرب.

و أتساءل إلي اي مدي يمكن ان ينجح التدريب والتاهيل وحدهم في توفير فرص العمل في غياب استثمارات وحركة تجارية وصناعية نشطة في ظل الظروف الراهنة؟

و نحن الي الآن لا نعلم حقاً هل يمكن للانجاز الرائع لمستشفي ٥٧٣٥٧ ان يستمر بدون تبرعات وخارجية مستمرة ؟ وهل ستؤثر المنافسة من مشروعات اخري مماثلة علي التمويل الذي تتلقاه المستشفي؟ وهل يمكن ان يستمر الوضع علي ماهو عليه في الاعتماد علي التبرع وحده ؟

وفي النهاية تتاكد لنا الحقيقة وهي ان ما نراه اليوم من مبادرات طيبة في النهاية يقع تحت خانة الترميم والتسكين لا العلاج. في وقت يتزايد فشل الدولة مع عدم قدرتها علي السيطرة داخلياً علي الامن بدرجة دفعت الاهالي في بعض المناطق الي القبض بانفسهم علي اللصوص ممن يهددون امنهم و تنفيذ العقاب الذي رأوه عادلاً من قتل وتقطيع لايدي ولاعضاء اخري من الجسد. وهو ما يذكرنا بعدالة الكاوبوي في الغرب الاميركي في زمن ساد فيه قانون الغابة ولم تكن هناك دولة قانون تدير وتحاكم وتعاقب.

والفارق بين التمكين والتسكين كبير. فالتسكين يحول جموع البشر من البسطاء الي كتلة سلبية من المتسولين الذين ينتظرون العطاء من القادرين. كتلة يمكن ن تتحول مع الزمن الي مستنقع من الرمال المتحركة تبتلع الاموال والجهود المبذولة والوقت دون ان يغير ذلك من واقعها

واما التمكين فهو يعني بالاساس السعي الي تحويل هذه الجموع من البشر الي قوة فاعلة وقادرة علي تغيير واقعها بنفسها.

وعلينا ان نتذكر مرة اخري ان تلك الاموال التي يمنون بها علي البسطاء هي في النهاية اموال المصريين سواء من تبرعات طوعية اوعبر مكاسب تتم من خلال مبيعات لمنتج او من خلال اتصالات تليفونية مدفوعة الاجر للتصويت للفستان الازرق او البنبي وتغطي في النهاية قيمة التبرع والذي نظن جميعاً انه مبادرة كريمة من تلك الشركة اوذاك المعلن وفي الواقع فان البسطاء الذين سحرت البابهم الشابة الموهوبة حقاً دنيا غانم هم من دفعو الثمن اوعلي الاقل جزء كبير منه.

والبداية تكون مع خطاب اعلامي واعلاني مستنير. خطاب يؤكد علي قدرة الانسان وليس المال وحده في تغيير الواقع. خطاب يظهر دور الشباب المتبرع بالوقت والجهد في التواصل مع المجتمع وتغيير الواقع فيه. خطاب يعطي الامل ويعظم منه بدلا من اساليب استدرار العطف باظهار البسطاء في حالة من الاستجداء المستمر وهو ما تقوم به بصفه خاصة اعلانات المستشفيات التي تقدم العلاج لغير القادرين.

ان بعض هذه الاعلانات تؤكد باستمرار علي قلة الحيلة بشكل مثبط للعزم ذا ما ادركنا ان المتلقي ليس فقط ابناء المدينة ولكن اهل الريف من البسطاء. والذين نصر ونلح علي تصويرهم بانهم عاجزون وغير قادرين " لاحول ولاقوة" وفقاً لاعلانات مصر الخير . والتاثير السلبي لهذه الرسالة والصورة المتكررة والمسيئة لاهل الريف يفوق بكل تاكيد اي اثر ايجابي في جمع اموال او تبرعات لانها تخاطب اللاوعي لجموع غفيرة من البشر وتؤكد لهم مراراً وتكراراً انهم فاقدو الارادة والاهلية

فكرة التمكين تكون بالتاكيد علي قدرة الفلاح المصري علي تغيير واقعه .. الفلاح اولا .. بدعم من جمعية الاورمان اومصر الخير اوما شئتم من اسماء ومؤسسات..

التمكين يعني ايضاً قدر عال من الشفافية ومتابعة علي ارض الواقع للمبادرات المختلفة في مختلف اطوارها من تاسيس، الي تجميع قوي ، الي تنفيذ، لكي نشعر ان هناك واقع ملموس وليس مجرد احلام وشعارات جوفاء لجمع وكنز الاموال.

التغيير لا يجب ان يكون فقط في الرسالة الاعلامية فهناك ضرورة عاجلة لكي يقوم المجتمع المدني المصري من ناشطين في مبادرات اهلية او ناشطين سياسيين او نخب سياسية او نخب دينية اوقادة راي او احزاب بدور فاعل في اعادة التوازن للمجتمع المصري بدون ان نتوقع او ان ننتظر من النظام القائم في تلك الفترة العصيبة اي دور او دعم .

علينا ان ندرك ان تراجع دور الدولة في هذا الوقت الحاسم هو علامة خطر حمراء دامية الحمرة خاصة مع تزايد الانفلات في الشارع. في وقت ينشغل فيه الجميع في صراعات ايدولوجية تترجم الي انقسامات انسانية. وهكذا تنزلق مصر بالتدريج الي فوضي يمكن ان تدفع بالجميع في غياب الادراك والتنظيم الواعي الي حالة من الانهيار تتمناه لنا قوي عديدة متربصة، لكي نكون عبرة لاي شعب تحدثه نفسه بان يثور للمطالبة بحقوقه

والمطلوب ليس التراجع عن الثورة من اجل دعم عجلة الانتاج لان العجلة تتوقف في غياب الامن وبسبب استشراء الفساد وغياب المحاسبة ، وليس بسبب المطالب المشروعة التي تتصدي لمثل هذه الظواهر. المطلوب حقاً هو ان تخرج الثورة من طور الاندفاع ورد الفعل الي حالة من التنظيم المتاني والواعي للمجتمع.

المطلوب ان تخرج القوي المختلفة من حالة التنظير ووضع الحلول علي الورق في برامج مستقبلية الي حالة الفعل علي ارض الواقع في المجتمعات بدون انتظار لانتخابات ودستور ومناقشات قد تقصر او تطول.

حين نجحت ثورة ٢٥ يناير كان الخطاب من خلال العديد من القوي الفاعلة من الشباب موجه بصفة خاصة الي الناس من اهل مصر وليس الي القوة الحاكمة آنذاك. مهم جداً ان تدرك القوي الشابة اليوم ان عليها ان تتوجه بخطابها ولاً للناس لان منهم يكون الدعم لاي تحرك للتعبير عن الرفض لسياسات او قرارات.

بدون دعم الشارع وبدون التواصل مع الناس اولا وقبل كل وأي حدث يتم تنظيمه فان التظاهر مثلاً او الاعتصام اوالوقفات الصامته تفقد فوراً تاثيرها بل وتستغل ضد الثورة وضد الشباب.

لم يعد هناك مجال لكي يتفاعل الثائرون مع واقع اللحظة بغضبة عابرة تثير المشاعر ولكن لا تغير واقع.

التغيير يحدث بقوة اكبر واعمق في حالتين اولها : حالة الشحن المستمر في مساحات الفضاء الالكتروني و مساحات العمل علي مستوي الشارع مع الناس في المقاهي والمنتديات والمؤتمرات الشعبية والتي تصل في النهاية بالناس الي تبني الفكرةاو القضية.

الحالة الثانية هي ان تقوم القوي الثورية من شباب ناشط الي سياسيين واحزاب ان كانوا حقاً صادقي العزم ولديهم نية اصلاح قضايا بتبني الناس ومشكلاتهم المهم ان تصبح هذه القوي بمثابة المتحدث باسم الناس بوجوه منهم لتدفع الظلم عن عمال يتم استغلالهم او عن فلاحين انتزعت منهم اراضيهم او منعت عنهم مياه او يعانون قهر ما

مهم جداً ان تتحول القوي الثورية من مجرد مجموعات شابة تتحدث فيما بينها عن قناعاتها الي قوي تتلاحم مع الناس تتحدث معهم وعنهم وهو ما يعني قدرة اكبر علي التاثير والتغيير.

علينا جميعاً ان نعمل علي تمكين البشر لان تلك هي الضمانة الحقيقية والوحيدة لمستقبل مصر. فمهما كانت القوي التي ستحكم في مستقبل قريب عبر اتنخابات وبرلمان ، فان شعب يقظ واع هو الضمانة الوحيدة لكي تستقيم تلك القوة في ادائها. لانملك اليوم رفاهية التكاسل وانتظار آخرين لكي يدافعوا لنا عن حقوقنا ولنا في الاعوام الثلاثين وربما الستين الماضية عبرة لمن يعتبر من أولي الألباب

و اما الاعتقاد ان مثل هذه الجهود يجب ان تبدء بعد الانتخابات البرلمانية او غيرها فان هذا في رايي اعتقاد خاطئ و خائب

تعليق المجتمع في حالة انتظار والعيون متعلقة بسراب الانتخابات والصراع حولها هو رهان القوي التي ترغب في دفع المجتمع الي التفكك والانهيار. و لن يكون هناك اصلاح حال اذا لم تبدء كل القوي في العمل الميداني وفوراً

في العديد من الاماكن هناك مبادرات قائمة بالفعل لتكوين لجان شعبية علي نطاق ضيق وليس بينها تنسيق كافي واغلبها متركز علي العمل الرقابي والسياسي وحده . ولكن تشكلها يدل علي وجود بذرة صالحة يمكن ان تنمو وبقوة ولكنها تحتاج الي تعميق .

ان مختلف اللجان الشعبية في مناطق عديدة يمكن ان تلعب دور اكبر اذا انضم اليها الي جانب الشباب الشخصيات ذات التاثير من رجال الدين الاسلامي والمسيحي ، ومعهم كبار التجارفي الحي ،او ممثلين عنهم. ليكون دوره مثل هذه اللجان الاساسي رصد المشكلات في المنطقة، والسعي لايجاد حلول عاجلة لبعضها من خلال العمل الطوعي وتبرعات اهل المكان ، والسعي ايضاً لفرض الرقابة المجتمعية علي السلوكيات الخارجة من خلال الخطب في ايام الجمع والاحاد، ومن خلال تعاون افراد المجتمع. ويمكن ان تتحول هذه اللجان الي لجان فض للمنازعات وللتوسط لانهاء الشجار والخلاف والفتنة قبل تفاقمها.

مثل هذه اللجان يمكن ان تعمل علي نطاق اكبر بتجميع مختلف القوي في المحافظات من كبري الاسر ، والتجار واهل الراي ،واصحاب المصانع، والاراضي ،والاستثمارات، لدراسة واقع المحافظة الاقتصادي والاجتماعي و مناقشة حلول عملية لمواجهة المشكلات. المهم تجميع الصف وراء قضية تهم الكل وليس لنصرة مصالح متفرقة. وقتها يمكن لهذه اللجان ان تكون بذرة لادارة محلية نابعة من احتياجات اهل المكان لتحل. بالتدريج محل الادارات المحلية المتهالكة والفاسدة والتي تعيق كل تقدم في المجتمع.

وفي حالات تفاقم غياب الامن في مناطق بعينها ، يمكن تنظيم لجان الشعيية في اوقات معينة تتزايد فيها الاخطار وبدعم وموافقة من اهل الحي لكي تقوم بالمراقبة وتامين الاحياء. مع الحرص علي ان يتلقي المشاركون تدريب مبدئي من حقوقيين ومحاميين حول كيفية اثبات الحالة القانونية. و مع الحرص ايضاً علي الرقابة والمتابعة لما آل اليه الامر في حالة تسليم لصوص او ما شابه لقسم الشرطة. والتبليغ وكشف التقصير اذا حدث وفي المقابل المدح والشكر وابراز الدور الايجابي لافراد الشرطة في حالات اخري يظهر منهم فيهاالتعاون والشجاعة والدعم.

المهم ان يخرج المصريون من حالة الانتظار السلبي في انتظار حدث لا ياتي. واذا اتي فهو كالرياح سيرضي البعض ولكنه سياتي لآخرين بما لاتشتهيه سفنهم . المهم ان يبدء المصريون في العمل علي التخطيط الفاعل وادراك انهم قوة تملك زمام امرها، وان يكفوا عن التطلع الي شاشة التليفزيون في انتظار وصول الفستان البمبي دليفري الي ابواب بيوتهم ،لانه مثل فارس الروايات عادة ما يتاخر كثيراً ونحن جميعاً لا نملك رفاهية الانتظار.

أسباب الفشل المقدر للاحزاب الجديدة في الانتخابات القادمة في مصر وفن صناعة زعماء حقيقيين للامة

رغم من انني اتفق تماماً مع كل كلمة وحرف في مقال لعمرو الحمزاوي عن "خطر الاستعلاء باسم الديمقراطية" الا انني اشعركذلك بشديد الاسف علي الحمزاوي نفسه وغيره من الساسة واما الاتفاق فهو حول ما وصفه ب" الحديث الرائج اليوم فى أوساط الطبقة الوسطى المصرية، خاصة فى المدن، عن محدودية الوعى السياسى للمواطنين فى المناطق الريفية ومن محدودى الدخل والفقراء.... وفى ذلك استعلاء مذموم على الأغلبية الساحقة من المصريين التى همشت طويلا وتعرضت لمظالم اقتصادية واجتماعية لا يقبلها على ضميره الجمعى مجتمع متحضر، ولا يجوز أن تصنف اليوم كأغلبية جاهلة تباعد بين الطبقة الوسطى وحلمها الديمقراطى"

والاتفاق ليس مجرد راي نظري ولكنه عن تجربة حقيقية من خلال الحوار مع عدد لا باس به من اهل بلدنا المستنيرين في صعيد مصر وبعضهم لا يملك من دنياه سوي عدة قراريط بسيطة من ارض او ربما لاتتعدي الملكية بقرة وحيدة تدر القليل من اللبن والدخل الا انهم يملكون من الحصافة وحسن التقدير لمجريات السياسة ما لايملكه اصحاب مؤهلات عليا في القاهرة .

و اما الاسف والذي بدات به فهو لان حمزاوي نفسه واسلوب تعامله مع العمل العام يعني بالاساس ان الممارسه لا تتفق مع القول وينسحب ذلك علي معظم اصحاب الراي والقول من مؤسسي الاحزاب او من اصحاب المنطق الممتاز في التحليل والتعبير عبر شاشات الاعلام لانهم ببساطة يتحدثون جميعاً عن اراءهم ..هم ..واحلامهم في السياسة التي طالما حلموا بها وافكارهم ورؤاهم في حين ان ما نحتاجه حقاً ليس ابداء التقدير لاهل بلدنا من اهل مصر ولكن ما نحتاجه هو الحديث عما يريده اهل مصر وليس عما نعتقد انهم يريدونه لان هذا ما نريده نحن

الاخطر هو البدء في تكوين كيانات سياسية وهو ما يسميه البعض احزاب تعبر عن رؤية فوقية لما يجب ان تكون عليه الاحوال. المشكلة ان هذه الكيانات تصنع وهم الديمقراطية والتي يترجمها البعض بانها حكم الشعب للشعب بالشعب. في حين ان ما يحدث هوسعي نخبة للسيطرة علي الشعب بالشعب. الجميع يتحدث عن الاولويات نفسها تقريباً سواء من بناء للمؤسسات او اعادة ترتيب وبناء مؤسسات تعليم او صحة او زراعة. ورغم اننا جميعاً سنتفق مع مثل هذه الاولويات الا ان الحديث النظري لن يكون له اي مردود او واقع في نفوس الناس لانه لا يمس من قريب اوبعيد حقيقة معاناتهم.

فمثلاً يؤكد الجميع بلا استثناء علي فكرة العدالة الاجتماعية ولكن فكرة العدالة لا يمكن ان تختصر في كونها قيمة انسانية. العدالة تعني اسلوب ادارة وتوزيع موارد بشكل يحقق التوازن في المجتمع. والعدالة لن تكون كذلك ان لم يحدث حولها حوار مجتمعي يشمل اصحاب الشأن الحقيقيين . في المجتمع الزراعي اصحاب الشان هم اصحاب الارض من صغار وكبار المزارعين. ان واقع اهل المكان وحقيقة مشكلاتهم هي التي يجب ان يبدء بها اي خطاب سياسي عن العدالة. مثلاً العلاقة ما بين صاحب الارض ومن يستاجرها منه والاخطر العلاقة ما بين الفلاح والحكومة المركزية والاسلوب الآمثل لادارة المنظومة الزراعية والتي يعمل بها مالايقل عن ٣٢٪ من المصريين وتاثير هذه المنظومة علي اسعار الغذاء ونظم الاستهلاك واسلوب الادارة والبنية الاقتصادية التي يعتقدون هم الفلاحين صغارهم قبل كبارهم انها تناسبهم الحوارحول هذه القضايا هوما يجب ان يؤسس فكرة العدالة الاجتماعية في اطار المجتمع الزراعي

قالت لي ام احمد وهي مزارعة تستاجر ثلث فدان ارض لتزرعها بمساعدة ابناءها وبناتها الخمس:" انا عارفة انهم في مصر عايزين يرجعوا الفلوس اللي اتسرقت ودي حاجة كويسة ولكن انا مش حياثر معايا في حاجة لان ما حدش حيرجعلي حقوقي ولا بيدافع عنها" كلمات تعبر عن ادراك هذه السيدة الريفية للواقع القاهري وانفصاله التام عن واقعها هي . احلام ام احمد لا تتعدي تعليم جيد للبنات وزواج سعيد لهن. وحين تساءلت: "ولكن ليه مش بتحلمي انك يكون عندك ارض ملك" هزت راسها وابتسمت:" لا اجرؤ علي مثل هذا الحلم ." اعترضت انا قائلة: "ولكنه حلم وفي الحلم نطلب ما نريد." هزت راسها مرة اخري " لن يكون لدي يوما المال اللازم لمثل هذا فلماذا احلم بما لن يتحقق ابداً" وكان ان ادركت انه حتي الاحلام اصبحت رفاهية تمارسها النخبة القادرة دون السواد الاعظم من المصريين.

حين يريد السياسي ان يقدم نفسه علي انه صاحب رؤية عليه ان يتطرق لواقع حياة الناس وان يظهر اهتمام حقيقي بهذا الواقع حتي لو لم تتبلور لديه الرؤية كاملة لان الامر يحتاج الي دراسة متانية الا ان حديثه يجب ان يتطرق لهذه القضايا بفهم ووعي وادراك للمعاناة. الناس في صعيد مصر ودلتاها ليس لهم صوت مسموع . الناس في احياء قاهرتنا القاهرة لاهلها وفي مختلف المدن من البسطاء ليس لهم صوت مسموع . لا احد يعرف ماذا يريدون حقاً وماالذي يسعدهم . اننا جميعاً نتفق ان اولويات مصر قد تكون التعليم الجيد والصحة والزراعة و اصلاح الاعلام نفسه ولكنها اولويات ادارة دولة في حين انه ربما يفرض علينا الواقع الفعلي ان نتعامل مع اولويات اخري اكثر الحاحاً من وجهة نظر اغلبية صامتة احداها واولها هي ببساطة اعطاء الفرصة والقاء الضوء علي من يعيشون في غيابات التجاهل والصمت لكي يشعروا ان لهم دور وان ارائهم ذات قيمة وهذه اولوية حقيقية ان اردنا ان تكون الثورة هي ثورة شعب لا ثورة نخبة.

والاهم هو ان ننشغل نحن باولوياتهم وقضاياهم وان نبرز حجم تاثيرها ليس فقط عليهم ولكن علي المجتمع ككل. في احيان كثيرة يظن المفكر او السياسي او الاقتصادي انه يملك الحقيقة لان لديه الابحاث والمعلومات اللازمة لتكوين راي وربما تشمل هذه الابحاث استطلاعات لراي الناس كذلك. ولكن يجب ان ندرك انه مهما كان البحث دقيقاً وخطة العمل وافية فان اسلوب التطبيق ان لم يتم من خلال التواصل مع المطالب والاحتياجات ورؤي الناس ان لم يتم من خلال مناقشات وحوارات مع اصحاب الشان فانه لن يصل لمسعاه ولن يحقق التاثير المطلوب. يجب ان يسعي المجتمع المصري الي التخلي عن حالة دوائر الراي المغلقة ووهم امتلاك القدرة لان بعضنا يملك المعلومة. ويجب ان نتحرك اليوم وليس غداً نحو التلاحم مع المجتمع بدءاً من الضعفاء والمقهورين .

كثيراً ما يتباكي البعض لانه ليس هناك زعيم ولكن الحقيقة ان الزعامة ليست كاريزما وتاثير ومكونات شخص بقدر ما هي قدرة الفرد في لحظة فارقة من الزمن علي التعبير الجياش والمتعاطف والمتلاحم عن احتياج ومطلب حقيقي لامة وشعب فيصبح الفرد رمز للكل وهوما حدث مع سعد زغلول وجمال عبدالناصر وغيرهم. التعبير الجياش هنا ضرورة لانه اذا لم يشعر الناس ان وراء الكلمات عاطفة وحب فان سرد الحقاذق واالارقام والمعلومات لن يحقق التلاحم المطلوب. التعبير الجياش معناه ان يكون لدي الشخص مخزون من المشاهدات و الخبرات الحياتية والاحتكاك بالناس والحديث معهم علي ارض الواقع وليس عنهم مع آخرين يعرفون عنهم او يمثلونهم ربما . ان الظن بان قوة وروعة الشخصية هي السبب الرئيسي وراء اي زعامة هو ظن مغلوط لان هناك كثير من الشخصيات اشتهرت بقوة الشخصية والتاثير ولم يتحولوا لزعماء ورموز.

وفي عصرنا الحالي فان الزعامة يمكن ان تكون لفكرة ولكن علينا قبل ان نطلق الافكار النبيلة الواحدة تلو الاخري ان نعلم ان الفكرة هي نبتة يمكن ان تنموا لتصبح شجرة وحينها تتحق زعامة الفكرة كاملة لانها تورق ثماراً وتتسع افرعها لتضم اليها الجميع تلقي عليهم بظلال محبتها . والاشجار ياسادة يجب ان تمتد جذورها في اعماق طين الارض. قانون الحياة يقول ان النمو يبدء من اسفل الي اعلي وليس العكس ولذا نرجو المتحدثين من المفكرين والساسة النزول لارض نسير عليها جميعاً وان يبدءوا في تعلم فنون الزراعة لعلهم يفلحون

كيف نوفر تعليم جيد لمحدودي الدخل والفقراء؟ تجربة تستحق التامل

معاناة الأهل من أجل تعليم الابناء ومشكلات الدروس الخصوصية هى إحدي مشكلات التعليم الرئيسية في غالبية المجتمعات النامية ومن بينها مصر. والتصدي لهذه القضية يبدوا للوهلة الاولي شديد الصعوبة ويحتاج لمليارات الدولارات للخروج من النفق المظلم المتمثل في تعليم ردئ ودروس خصوصية تستنفذ إمكانات الاسر الفقيرة بلا طائل وينتج عنها اما خروج عدد كبير من الأطفال من مسار التعليم ممن يطلق عليهم المتسربين من التعليم او الاستمرار فى الذهاب الى المدارس دون الحصول على تعليم حقيقي بل ان الكثيرين لا يعرفون ابسط مبادئ القراءة والكتابة.

دراسة حديثة حول فرص الإستثمار في قطاع التعليم للفقراء استطاعت ان أن تنتزع الجائزة الذهبية من بين 500 دراسة من حوالي 70 دولة وذلك من خلال المسابقة الدولية التى تنظمها مؤسسة التمويل الدولية بالإشتراك مع جريدة الفاينانشيال تايمز .

يوضح كاتب الدراسة البريطاني الجنسية الدكتور جيمس تولي أن اللذين يتصدون لمشكلات التعليم في المناطق الفقيرة يتناسون حقيقة بسيطة ولكنها شديدة الاهمية وهي ان الفقراء يدفعون بالفعل، رغم الحاجة والعوز، اموالاً طائلة مقابل الدروس خصوصية علي امل ان يحصل الطفل علي قدر من التعليم، و ذلك في الوقت الذي يرتاد فيه عدد كبير من الاطفال مدارس حكومية أحياناً مجانية لا توفر لهم تعليماً حقيقياً.

وقد قامت الدراسة ببحث شمل اكثر من 918 من المدارس الخاصة والتي تعمل في المناطق العشوائية وهي مدارس أنشاها ويديرها البعض من أهالي المنطقة الفقيرة والمدرسين بها هم ايضاً من سكان المنطقة وهي تقدم خدمة تعليمية تعتبر خدمة قليلة التكلفة وأيضاً قليلة الجودة وتمت مقارنتها مع المدارس الحكومية العاملة في نفس النطاق السكاني. و شملت الدراسة عينة تعدت ال24 ألف طفل في بلدان مثل الهند وغانا و كينيا ونيجريا والصين.

وكشفت الدراسة عن حقيقتين اساسيتين وهي ان نسبة الإلتزام والحضور لدي كل من الأساتذة والطلبة في المدارس الخاصة رغم عدم جودة التعليم والخدمات أعلي من نسبة الإلتزام في المدارس الحكومية. كما أثبتت ان نسبة ماتلقاه الاطفال من تعليم حقيقي في هذه المدارس الخاصة اعلي أيضاً من عد كبير من المدارس الحكومية. ولعل اهم ماكشفت عنه الدراسة ان معظم هذه المدارس الخاصة هي في النهاية مشروع إستثماري قائم بالكامل في تمويله علي مايدفعه الفقراء والفقراء جداً من مصروفات لتعليم ابنائهم.

ورغم إنتشار المدارس الخاصة والتي توفر مكان للأطفال لكي يتلقوا قدرو لو بسيط من التعليم إلا ان جودة الخدمة التعليمية تظل هي المشكلة الرئيسية والتي يجب التصدي لها. و تدعوا الدراسة المستثمرين والحكومات إلي دعم هذه الظاهرة الجيدة وهي تزايد اعداد المدارس الخاصة في المناطق الفقيرة والتي تقدم خدمات مطلوبة وأساسية رغم إنخفاض مستوي الخدمة والجودة

وفي نفس الوقت تطرح الدراسة عدد من الحلول لتحسين خدمات التعليم تعتمد بالاساس علي تفعيل هذا القطاع الجديد من داخله بصفته الإستثمارية . فتقترح مثلاً تقديم قروض و منح من البنوك ومؤسسات التمويل لكي يتمكن اصحاب المدارس من شراء مساحات اكبر وتوسيع خدماتهم علي ان تكون هذه القروض مشروطة بالعمل علي رفع قدرة المدرس وتوفير دورات تدريبية له. وتقترح الدراسة كذلك إنشاء علامة تجارية بمعني توفير منح لتدريب المعلمين وتطوير قدراتهم وتطوير أسلوب الإدارة وفي مقابل الإلتزام بحد ادني من الخدمات والجودة تحصل المدرسة المعنية علي حق الإنضمام إلي مظلة او سلسلة من المدارس المعروف عنها وعن إسمها التجاري انها تقدم خدمة متميزة وبالتالي تضمن المدرسة زيادة اعداد المنضمين إليها من الطلبة ورواج عملها. والإقتراح الثالث تطرق إلي تحويل المدرسة إلي شركة مساهمة وتدريب القائمين عليها علي فكر الاسواق المالية والبورصة.

وكانت هذه الدراسة قد نشرتها مؤسسة التمويل الدولية IFC وهي عضو في مجموعة البنك الدولي، وتمثل ذراع القطاع الخاص في المجموعة. وتهتم مؤسسة IFC بأن تلعب دوراً محفزاً للمستثمرين من خلال إبرازأن الإستثمارات في الأسواق الناشئة يمكن لها أن تكون ناجحة ومربحة. وفي هذا الإطار تنظم المؤسسة بالإشتراك مع جريدة الفاينانشيال تايمز مسابقة دولية للدراسات والأبحاث التي تلقي بالضوء علي بعض الفرص التي قد تكون متاحة في البلدان النامية والتي يمكن من خلالها للقطاع الخاص أن يسهم في مشروعات التنمية من خلال مشروعات إستثمارية تحقق ربحاً وتنمية إقتصادية ومجتمعية في الوقت نفسه. وفي السنة الاولي للمسابقة والتي في عام 2006 إستطاعت هذه الدراسة حول فرص الإستثمار في قطاع التعليم للفقراء أن تنتزع الجائزة الذهبية من بين 500 دراسة من حوالي 70 دولة.

" I am so glad that I was born in these times to be part of this revolution. Such an event happens in the world every thousand years" said Abd El Magid a tall young man in his late twenties. He had a bright smile and a calm countenance. He was standing, along with a huge crowd of Egyptians, at the entrance of Kasr Al-Nil Bridge in a mile long barely moving queue for more than two hours trying to get into Tahrir Square. The bridge was blocked by two tanks. The queue advanced very slowly, as two soldiers went on checking people's IDs and bags to make sure that no one would smuggle any sort of weapons inside. Despite the fogy cold weather and the rain everybody stood fast in the line determined to join the Tahrir protesters in their demands for the removal of the Egyptian president and his regime. From time to time the crowd erupted in chants to express their determination". It does not matter if we are inside or outside we are here to stay" said the words of a chant. Another chant celebrated the unity between the army and the people.

"These types of tricks and obstacles make us more determined than ever", Abd El Magid added with his same bright smile and serene posture another man joined the discussion "yesterday I saw a little child carrying a banner with words saying that the people who make only half a revolution are digging their own grave with their bare hands". He went further to explain that he was not joining the protests because of economic concerns, he is an executive director, he has health insurance and could afford to pay twenty five thousand pounds a semester for his son's school fees, " I am here because my son deserves a better future, and a better country".

At a distance in the middle part of the bridge a small group of pro -Mubarak protesters stood with different " yes to Mubarak" banners, they engaged into heated discussions with the lined crowds, at one point two people from the opposing camps engaged in a fist fight. Immediately the crowd started chanting " selmiah, selmiah", which means peaceful protests, and the fight stopped. "I am not amazed that there are people who do not join the demonstrations, they are like the birds in a cage when one opens the door only one or two immediately fly, the other five stay,they are either too afraid to leave, or they wait to see what will happen next" said a bystander as he watched attentively the small aloof crowd.

" The bureaucracy mind of the current regime is still at work , can't you see that we are all standing in line to join a demonstration", exclaimed a lady in the crowd. " it is a line that I am proud to be in", retorted another man. I turned my eyes to find that the speaker was Mamoun Fandi, the Egyptian-born American scholar and long-time writer in Middle Eastern media. Fandi went on to say that he used to be ashamed of his Egyptian descent," in the eyes of the free world we were a population of slaves, but not any more". He stood there patiently dressed in a white shirt and a dark suite with the Egyptian flag tucked in his left pocket." We used to stand in bread queues, today I am here to demand my freedom and my humanity, this is one queue that I am willing to stand in for ever." replied another man in the line.

Finally, by sunset time, we were able to cross the second blockade to get into the square. we delved in the place surrounded by a group of cheerleaders clapping their hands and chanting enthusiastically" welcome welcome to the revolution, the rebels are increasing, the revolution is growing stronger" followed by " these are the true Egyptians , these are the true champs" and many other very cheerful and inspiring songs. " this is a priceless moment" said one of my companions noting the ingenuity of the organizers of the protests. As soon as we settled in at one corner of the square, many young people approached us with a variety of offers, from candy to hot tea and sandwiches, it was as if the square was their home and they felt obliged to host their guests.

Despite the stalling and the obstacles The square was heaving with people and a wide variety of activities. Crowds engaged mostly in cheerful chants. Others, prepared their tents and laid down their blankets to get ready for the night, different graffiti artists went on decorating the asphalt with various art works and sketches. Peddlers and street vendors roamed the place with their goods, ranging from peanuts, dates, pastry to the popular Egyptian Koshary food " I am here to make a living, I do not care about either sides, the youth made a great job but perhaps it is time for them to go home" said one vendor whose merchandise was flags and badges. Nearby An old man in a galabiya ( Egyptian traditional dress) stood on the side with a banner saying " do not let them steal your revolution", few meters away stood a young man with a banner that said " Mubarak just leave now, I miss my wife I got married twenty days ago and would like to go home, but will not leave the place until you do". We approached him he smiled," this is true, I was married on January fourteenth and I really want to go home." Suddenly,some crowds of people ran in different directions , and confusion was allover the place. " the army is moving their tanks to clear the square" shouted a young man as he swiftly moved towards the museum entrance direction. We followed him to find the crowds standing in front of the Tanks chanting strongly " we will not leave until he leaves" followed by " down down Hosny Mubarak". Then, they lined up in rows and started praying. "These people will keep coming back to the square for ever, no matter what, Mubarak is leaving, this is beyond logic or power it is the awakening of a nation", my cousin said.

Today I did not join the protesters, not yet since I will be going latter in the day. I had to go to work. Most of my colleagues have not been to the demonstrations. They all felt that already a lot has been achieved, especially with the arrest of some big names and the expelling of the president's son and his longtime trusted adviser Safwat Al Sharif from the Watani party. But they did not think that the protests can make any more changes. They all had a cheerful mood with lots of anecdotes and stories about what is happening in the Tahrir square. However, they were all hesitant and worried. Their own network of relations which used to facilitate their different transactions, work, and life was now gradually falling apart. After a lengthy discussion of what can be done to face up to the current situation my boss posed and said " Freedom has a price that we will all have to pay, personally I do not mind, but it will take some time for all of us to restructure our lives, chaos is part of this process of restructuring I guess".

Unlike many who express worry about the future, I am and I have always been an optimist. People speak of the protesters gathered in Tahrir Square in central Cairo as "an embodiment of Egypt's pride". Popular Egyptian writer Mohamed Hassanein Heikal described them saying "they are the noblest and most beautiful the country has borne." He totally missed the point. This is not about a generation of youth as much as it is about an ancient civilization that is being born again. Whether the protests continue or fall short from out setting Mubarak and his regime. The event, the people, their hopes and aspirations their ardent determination to preserve the purity of the uprising, being peaceful and noble. It is a heroic legend in the making that will from now on continue to inspire and empower the Egyptians with a whole system of values that goes beyond the shallow interpretations of ideologies and religions. These are values in action, it is a concrete process, an amazing process that happens every thousand years I guess.

Beware the media war in Egypt's freedom fight

With fear in the heart and trembling legs I walked towards the nearby Tahrir square. These feelings of worry and fear date back, it seems, to a long time ago. Back then, on January 25th, there were tear gaze bombs and a crowd of very courageous young people ready to die for the freedom cause. As we all know this was another era, a dark age of the past.

Today, on February 4 , the new era of freedom and Egyptian solidarity is born. Thousands of people are gathered in the Tahrir squar, more and more of them are flooding the streets, all my friends and relatives are either in the square or on the way to the place. These are people whose relation to politics and activism used to be to read the story in the newspaper and discuss it over lunch or dinner. Despite the attacks and the fear we all felt safe and happy.

Yesterday, I spent the day in the square as well, late at night when I went back home, behind the safe doors of my house, suddenly it was a vaccum of fear. We had to watch the Egyptian media's false propaganda. They told Egyptians that the protestors in the the Tahrir square are causing serious damage to the economy and endangering the safety of the country. In other, allegdly, more independant Egyptian media channels, some of the most influential writers and analysts were trying to sell to the people the idea that it is time to go home, you made it people, just give the current government enough time to make it right again. Actually among the Egyptians there are those who just want their lives back to normal and beleive that the present achievements, Mubarack's promise to leave office, is good enough.

Angry and worried I shifted to the news flowing from other International media channels. As usual, their intense focus is on the fights, the bloodshed and the terror, they ask questions about who is leading, what about the Muslim brotherhood, and the other opposition leaders, they speak to irrelevant people, who do not make part of the event , but just like the media they are observers. suddenly in my safe warm home, I am worried, afraid and unsure.

Than again today back to the square to find the that the number of those who support the uprising is increasing tremendously. The charm of the Tahrir square is attracting more and more people, some flew all the way from the United States, Canada, Germany, London and even South Africa to be there in the square at this very moment of ultimate hope. Others are coming from different Egyptian governorates, simple people who came a long way because they beleive that this is a true revolution fighting for their rights and they were determined to give it all their support.

One very simple lady from the rural Fayoum governorate told me," I am here to support the youth." she posed and added," when Mubarak's grand son died we all felt for him , we dressed in black and cried for the innocent child, why on earth is he now doing this to our sons? How many mothers are now crying for a child who is dead or lost. "

Many analysts in the media speak of Egypt's economy, they say that the economic growth did not trickle down to the poor and this is why this is happening. This is too simplistic. This revolution is not about poverty or need. The people in the streets from all walks of life , rich and poor are their because they want freedom, freedom, freedom, freedom.

In the square amazingly there is no anger and no violence, People are singing and clapping their hands. they form circles and forums and indulge in heated discussions that usually ends with laughter or songs. The pro- Mubarak camel riding thugs, on the oher hand, are poor ignorant people paid, reportedly, by wealthy busnissmen, to fight for the man and for his gang's short sighted business interests, this is poverty and hunger at work, people are selling their souls and swords for the highest price. But the freedom fighters in the freedom square (Tahrir means freedom) are truely, innocently happy souls whose aim is to get their Egypt back from the hands of a regime that abused and exploited the country and the people for over 30 years.

It is a revolution lead by young intellectuals. It started as a virtual idea in the social media. They did not at the time, just ten days ago, think that it could lead to such an astounding uprising. One young blogger told me that they did not think that one can simply set a date and a time for a revolution, "we used to joke about it saying let us meet tomrrow at cilantro after the revolution, or we better do this or that thing ahead of the revolution." Although it started and was fed by the connectivity of the internet, once it started rolling, people already were connected even in the absence of the internet and the mobile phones. Awreness and beleive is a super network that connected people.

In the media they speak of an international community afraid of a power vaccum, they speak of a fear from Islamic radicalism, others speak of the absence of the building blocks of democracy. This is exactly because they do not undrestand the nature of this revolution, the people, literally for the first time in history, are taking the lead and deciding for themselves, the government will continue to make its concessions and offers, and the street is the judge. It is a different process where the voting is a continuous process, as the street reacts to the government announcements and measures

The absence of a person or a group of persons as a recognizable leadership group or figures is intentional. The intellectual young people who started all this are actually leading by spreading awareness among the people in the square, rather than by giving orders and this is making the pressure of the street crowds even more forceful. Simply because it is the people rather than this or that specific name who is reacting and deciding.

For the media people the general picture and the controversy is mostly about who should speak in the name of the revolution. Many so called Committees of Wise Men are being formed and they go out to the media with statements but the people in the Tahrir square are not interested.

To have their voice heard, and I mean here the young intellectuals, who act as organizers, they dropped a very big banner along the facet of a tall building overlooking the square. the banner had 7 demands starting with the departure of Mubarak, the immediate ending of Egypt being under the emergency law, the dissolution of the illegal parliament -both houses the senates and the people's house the formation of an interim coalition government, The announcement of new parliamentary elections to form a truely elected parliament that oversees and ultimatly approves a new constitution ahead of the coming presedential elections, the arrest and trial of those reponsible for the killing and deaths among the young protestors in the past days, the arrest and trial of the thiefs who have been exploiting and stealing Egypt's wealth.

These demands reflect not only that there is actually an organized body of intellectual leaders, but that they are the ones who are holding for now the reins of the people's movement. In the square people are singing, but it is not only spontaneous songs, these are the beats of a skilful maestro who is in control of the whole symphony. I do not mean by this that they are planning or manipulating the people, instead it is truely an organic leadership, as one of them told me, of a considerable number of homogenous young thinkers and artists, it is a generation rather than the usual political format of a party or an organization. it is a generation of young people who act collectively in all directions towards an obvious and pre-determined goal. Some use their networks, reach out to well known reputable Egyptian figures such as the popular composer Ammar el Shereiyee, who publicly went on Dream TV, yesterday, to support the young people, his bold words and incrimination of the current regime was a total surprise in an atmosphere of heavy governmental propaganda. Today he was in the square and the young people carried him on their shoulder all over the place. Many other prominent artists such as the well known actor Amr Waked have also shown their support for the uprising.

There is certainly a media war here, every concession the government presents gets some people out of the square and every fowl move to end the uprising brings them back in larger numbers. Interestingly the heavy media propaganda has played a negative role and added to the misstrust in the government.

The international media should make a drastic shift and start asking the right questions, they should discuss the needed, on the ground, guarantees that will make sure that the present regime including the new vice president and prime minister, at the end of an interim period will effectively let the Egyptians choose a new Egyptian administration. The people need a guarantee that whoever rules will at the end of the day month, year go back to his home knowing that his initial identity is an Egyptian citizen and not an everlasting ruler. uptill now the Egyptian government failed the transparency exam, trying hard to hide what is happening in the square from the eyes of the world. They continue to speak a language that is not reflected in actual measures such as the announcement of new parliamentary election in three or six months with guarantees of international and judiciary monitoring.

The story of the Tahrir square is not about who is with Mubarak and who is against, it is about a truely civilized, very peaceful people who decided to regain control of their destiny. This is a total super change. It means that they have given up their "let go" attitude, they have broken the seal of fear that has been stamped all over their bodies and soul. they will for ever be responsible and work to rebuild the whole country.

Cell phone subscriptions world wide will reach five billion this year, that is almost one per person on the planet, according to a recent UN study

In Egypt, there are around 57 million devices in use says Dr. Gamal Sultan the head of Al Ahram Center for Political and Strategic Studies.

In different parts of the world there are some serious efforts to use the mobile connectivity as a tool for empowerment, offering work to people with little education and few resources, Bangladesh and Uganda are two striking examples. Yet to claim that cell phones are helping to reduce poverty is an overstatement that does not reflect reality as much as it reflects a potential.

This is simply because up till this moment mobiles make part of a culture of consumption. Often, people buy expensive mobiles with cameras, mega memories and a pack of applications because it is prestigious not because they actually need these tools or are going to make use of them. This applies more to the poor than the rich. People with money and education has the privileged know-how that enables them to make better choices. Even when they buy a device for the sake of the show, they quickly adapt to the new technologie and make use of the different capabilities.

Potential Unfulfilled

Studies show that the marginalized communities lack the adequate skills to make use of the technologie. While skills can be taught, the major obstacle is in fact the lack of “meaningful awareness of the technology and what it can do." A number of recent studies have shown that this lack of awareness is part of a consistent pattern of mobile usage that has been traced in different parts of the world:

A 2007 study of Mobile Opportunities in Latin America for instance reveals that the poor represent a significant market for mobile operators, with higher than expected average per capita expenditure. The average monthly spending on mobile services ranged from USD 6.1 in Colombia to USD 15.7 in Mexico. In the Caribbean nations expenditure levels were considerably higher.

The study notes that “despite increased adoption, users are not taking full advantage of the services enabled by the mobile platform. Text messaging (SMS) is the only service beyond voice that is rapidly being adopted across the region.” Meanwhile in some countries such as Brazil the literacy levels have significantly deterred the adoption of this kind of service.

the results of anoher 2008 study of perceived economic benefits of telecom access for the poor in Asia ( Pakistan, Philippines, India, Sri Lanka, Thailand) have shown that “Telephone ownership is perceived to provide large benefits in providing a sense of security in terms of acting in an emergency and in maintaining social relationships." Notably, in these countries, there is a potential for greater income earning capabilities using the mobile technology , especially that the necessary conditions for such in terms of access are considerably met. Yet, the financial benefit was not among the main reasons nor perceived as added value.

The study notes that “the problem seems to lie in the perceptions”. People in marginalized communities do not use phones directly for business purposes, such as purchasing supplies, etc... They usually prefer other modes for their business communication, specifically, face-to-face communication, which is ‘overwhelmingly’ the preferred mode for specific information relating to farming, business, education, and political or government matters. This finding is echoed in other studies that surveyed the mobile technology usage in Africa.

A 2005 of study of rural communities in India (Gujarat), Mozambique and Tanzania has shown that there was a consistent pattern of telephone behavior in the three countries. Mobile phones were:

considered very important for use in emergencies
extensively used to maintain social networks, especially contact within the family
Especially where financial value was concerned Mobile phones were valued more by richer and better educated people than by the poorer, less educated or more marginal members of society
Valued more for saving money than for earning money
considered unimportant for information gathering.

The Harvard Discussion

In September 2003, thirty experts from around the world gathered at Harvard University to discuss how information and communication technologies (ICTs) can help reduce poverty. Some pointed out to the problem of cost, they warned that information technology can become a tool of either decreasing the inequalities that already exist in the world or increasing it.

In the words of Onno Purbo from  Bandung Institute of Technology  in Indonesia

“The barrier [is] actually not the tool. The barrier would be the education process. To educate the society to share the knowledge within the society, to encourage the society to produce their knowledge in local languages. That’s a major barrier.”

Others stressed the need to create content that serves the poor, Noeleen Heyzer from the  United Nations Development Fund for Women in the  United States highlighted the need to help people be more than just “ users of the technology, but also the producers of the knowledge.”

The Egypt Case

In Egypt, the question of awareness extends to the more educated communities whose interest in the technology does not go far beyond their immediate needs. Businesses promote new high-tech devices with advanced specifications to serve and facilitate the connectivity for the few. Developers invent new mobile applications, most of the time, to address the very limited needs also of the few: a mobile guide to restaurants with a comments and a star rating system, different applications to navigate through the turbulent seas of jammed traffic are some illustrations.

Undeniably, these services are much needed and useful. Yet the fact that they are designed and formatted initially to serve the elitist few is a basic flaw that taints the different business endeavors. As most of the studies mentioned above show, the challenge is not about the provision of Information Communication Technology (ICT) services and internet. It is more about educating people to use these technologies intelligently.

Applications that help people in greater Cairo to learn about accidents, street blocks, volume of traffic in different locations, for instance, would be very useful for a wider population than the Blackberry and Iphone users who are currently the primary beneficiaries.

The model of Grameen Foundation Again and Again

2006 Nobel Peace Prize winner Muhammad Yunus tells the story of his initiative to start a micro- financed businesses for women in rural areas by distributing mobile phones to the women to act as call centers. This initiative provided the women with a money resource and helped the villagers get access to information and to connect.

Eventually, Yunus realized that there is an exigency for content creation with information relevant to the needs of the poor. He partnered with Google to develop An initiative named AppLab (Application Laboratory). The new service provides an innovative solution to the problem of information imbalance, which is particularly severe in rural areas all over the developing world.

Essentially, the initiative aims at developing a modified version of Google’s search engine technology through mobile phones. Although the informational needs of each community and country differ according to their social, environmental and economic climate, the following are a few examples of mobile phone services introduced in Uganda that can be replicated in other parts of the world:

Marketplace prices : If poor farmers get to know trending prices for various crops and raw materials in the nearby market, which may happen to be a good 4km or 5km away, they can easily plan their visits to avail any favorable rises and falls in prices. Moreover, they can enjoy greater margins and bargains by exchanging an intermediary (a dealer in crops) for their mobile phones

Tips on farming : Farmers can get tips on making fertilizer or pesticides from easily available items to ensure their crops are healthy

Health updates: Low-income groups patients living in far off villages can be reminded about their medicine schedules, or the appropriate medication and dosages to be taken to treat various medical conditions, and even the location of the nearest health clinic, all through their mobile phones.

Obviously the above mentioned examples have a great potential in rural Egypt. Needless to say that in contrast to Europe where one can shop online, compare prices and make an educated and well informed choice, Egyptians, let alone peasants, live in complete oblivion with very little resource of information or feed back on services,cost, quality, and durability of different products.

It goes without saying that there is a dire need in Egypt to invest in content creation for a better and healthier economy that serves better, the poor and the rich.

Yet an essential question that , from the very beginning till the end, is the main motivator and the fuel for any organization to take meaningful action is :

Where is the money?

One simple answer is to present another revolutionary example that is increasingly being adopted, studied, and applied in different parts of the world:

Mobile banking

Mobile banking simply means the provision of banking services through mobile phones using the SMS facility or a downloadable mobile money application. This collaboration between the financial and telecom sector is seen as an ideal solution for micro-finance because “there are about 1 billion people across Asia, Africa and Latin America who do not have a bank account but do have a cell phone.”

The implications of mobile banking means, in Egypt and other parts of the world, integrating the non official marginalized workforce into the country's monitory system. People who never set a foot in any bank, will be able, and will be encouraged to have accounts, save, withdraw and send money.

This could and should lead people to learn about money, investment, saving, it would certainly raise their financial awareness and eventually limit the massive waste in money spending among the poor.

A Bloomberg report dubbed this kind of technology as Africa's silver bullet to combat poverty. Having better content, access to banking and information, and the creative usage of mobile devices, all the above and more will serve first and foremost the rich, but will definitely if well planned and managed help the poor.

Is it too much optimism on my part to say that there is no need to have poor people for the rich to be richer?

In effect, what will get money-makers make more money is if they extend a hand to the large population at the bottom of the pyramid to help them climb the steep high walls.

هل حقاً يتقاعس بعضنا عن العطاء لانه غير مبال او بخيل؟ ام اننا في الغالب تعتقد ان اعطاء المال ليس هو الحل الحقيقي لمشكلات الفقر و لا ندري كيف نوجد حلولاً واقعية؟

الثروة الراقدة في قاعدة الهرم

عدد هؤلاء الذين يعيشون حياة تتجاوز خط الفقرإلي مستوياته الدنيا ويمثلون قاعدة الهرم في البناء الإنساني العالمي يصل في العالم الي حوالي ٤ مليار . هذه الأعداد الغفيرة من البشر والذين يقل دخلهم وفقاً للتعريف الدولي لحد الفقر عن ال 2 دولار في اليوم يمثلون وفقاً لأحدث النظريات الإقتصادية فرصة ذهبية وسوقاً رائجة لكبري الشركات الدولية ولكن بشرط أن تدار هذه السوق بفكر يسخر الإستثمار والتوسع في تسويق المنتج في إطار يخدم اهداف التنمية الإنسانية والمجتمعية وهو ما اصطلح علي تسميته :الثروة الراقدة في قاعدة الهرم

و قد لقيت هذه الافكار قبولاً كبيراً في اسواق الإستثمار الدولي وبالفعل تلقفتها عدة شركات وبدأت في تطبيقها عملياً في عدد من الدول النامية بنجاح كبير بدأ يلفت الأنظار لأهمية الربط ما بين التوسع في الإنتاج والإستثمار بجهود التنمية . و في دراسة اعدها البروفيسور كريستيان سيلوس وهو مستشار لعدة شركات دولية في مجال التأثير المجتمعي واستاذ مادة الإستثمار المجتمعي في عدد من جامعات أوروباعرض سيلوس بعض التجارب الناجحة حين اقدمت كبري الشركات علي تغيير سياساتها نحو الفقراء و النظر اليهم بمنطق مختلف علي انهم زبائن محتملين بدلاً من اعتبارهم عبء انساني و اقتصادي

سيدات التليفون المحمول من القرويات

ويضرب سيلوس المثل بإثنين من حالات الشراكة الناجحة والتي أدت إلي مكاسب كبيرة والي التأثير الإيجابي بشكل واضح في المجتمعات التي تعمل بها. الأولي الشراكة مابين شركة تلينورالنرويجية للإتصالات وبنك جرامين في بنجلاديش والذي اسسه د. محمد يونس الحائز علي جائزة نوبل في الإقتصاد لعام 2006 والثانية ما بين شركة ماب أرجو ومؤسسة ويست كونسيرن في بنجلاديش. في الحالة الأولي لجأت تلينورالنرويجية ، بعد ان ضاقت بها السوق الأوروبية والتي وصلت الي حد التشبع الي الدخول الي بنجلاديش رغم عدم الإستقرار السياسي والإقتصادي بفضل الشراكة مع بنك جرامين ذو السمعة الممتازة

وقام الشريكين بتأسيس شركتين الاولي جرامين فون لخدمات إتصالات المحمول والثانية جرامين للإتصالات والتي إستهدفت توفير أكبر عدد ممكن من فرص العمل للفقراء في مختلف انحاء بنجلاديش وذلك من خلال ماعرف بإسم " سيدات التليفون المحمول من القرويات". الفكرة كانت تأجير تليفون محمول بسعر رمزي للقرويات واللاتي يحصلن من خلاله علي دخل مقابل المكالمات التي يقوم بها أهل القرية. وقد مكنت هذه الشراكة جرامين فون وتلينور من تحقيق ارباح ضخمة ليصل نصيب الشركة في سوق بنجلاديش الي أكثر من 60 % او ما يوازي 150 مليون شخص إضافة الي توفير فرص عمل وصلت الي حوالي 250 الف شخص

وتصل أرباح جرامين للإتصالات الي ما يوازي 10% من اجمالي ارباح الشركة الأم جرامين فون. اللافت للنظر هو ان الشركات الاخري المنافسة والتي استهدفت الشريحة المعتادة من الزبائن من ابناء الطبقة العليا فشلت في تحقيق نجاح مماثل لجرامين فون والتي تعد حالياً اكبر شركة خاصة في بنجلاديش واهم دافع للضرائب وذلك بفضل توجهها للطبقات الدنيا بدلاً من العليا في مجال التسويق. كما نجحت هذه الشراكة في تحقيق عدة مكاسب اولها شبكة الالياف البصرية للإتصالات والتي أقامتها شركة تلينور في انحاء بنجلاديش والتي ماتزال قادرة علي إستيعاب اعداد هائلة من المستخدمين وخدمات الإتصالات، إضافة الي دخول عدد لابأس به من الهيئات الدولية الممولة لدعم الإستثمار وجهود التنمية نظراً لقوة المشروع وأهميته مما أدي الي دفع عجلة التنمية من خلال مشروعات موازية بقوة أكبر مما كان متوقعاً لدي اي من الاطراف.

القمامة للبيع

النموذج الثاني للشراكة الناجحة هو أيضاً في بنجلاديش وذلك من خلال مشروع للتخلص بطريقة صحية من القمامة في العاصمة داهاكا. البداية كانت من خلال شركة صغيرة اقامها مقصود سنها وإفتخار عناية الله لإعادة تدوير القمامة وتحويلها الي سماد عضوي

في البداية كانت الشركة تعمل في إطار ضيق وخاصة ان عملاءها كانوا الصفوة من اصحاب الحدائق أو من المزارعين الأثرياء القلائل الذين يعتمدون علي فكر الزراعة العضوية. ولكن من اجل التخلص من كم اكبر من القمامة إحتاجت الشركة للتوسع فلجأت لواحدة من كبري الشركات المنتجة للأسمدة الكيميائية ونجحت في إقناعها بإنشاء مصنع للاسمدة العضوية وتسويق هذه الاسمدة علي مستوي كبير.

كان من نتاج هذه الشراكة اولاً توفير فرص عمل لأعداد متزايدة من الفقراء في المدينة والقري وتمكين المزارعين الفقراء من الحصول علي سماد عضوي صديق للبيئة باسعار جيدة والاهم أن هذا المشروع إجتذب رؤوس أموال اجنبية علي رأسها شركة وورلد وايد ريسايكلنج الدنماركية والتي دخلت في شراكة مع الجانبين لإنتاج غاز الميثين و الذي يتولد في إطار عمليات تخصيب السماد العضوي كمصدر بديل للطاقة الكهربائية

وفي نهاية بحثه ينصح سيلوس الشركات الراغبة في الإستثمارفي الدول النامية بالبحث عن شركاء يعملون بالفعل مع الفقراء ولديهم إضطلاع كامل بالثقافة السائدة لكي تنجح مثل هذه الشراكة في تحقيق اهدافها.

و قد فازت الدراسة بجائزة لمسابقة نظمتها مؤسسة التمويل الدولية للدراسات والأبحاث بالإشتراك مع جريدة الفاينانشيال تايمز

العديد من هذه الافكار يمكن تطبيقها في مصر البداية هي تغيير اسلوب التفكير والنظر للفقراء باعتبارهم فرصة و سوق محتمل لمكسب مشترك للشركات و لزبائنهم من الفقراء

She looked at me with a radiant smile and spoke with a tone of voice swollen with pride, “look at me I have green eyes, when my uncle saw this photo he said I am as beautiful as those slim dazzling women that we watch in American movies”. I smiled back showing astonishment and admiration. Every thing about the young teenage girl was actually brown, brown hair, tanned skin, and small rounded glowing eyeballs reflecting all shades of brown from chocolate to honey. My surprise at the girl’s obstinate conviction that she had green eyes, because her manipulated photo said so, was combined with a realization that; though she comes from a disadvantaged surrounding, had to work as a servant when she was only ten years old, could not read nor write, could not and did not understand English or any other foreign languages, she and her entire family actually watched closely the popular American soap operas that get often shown in Egyptian television.

Both the girl’s own manufactured photo and the American movies’ dazzling women had created a world that existed in parallel to the real world; and instead of living in the world of reality, she chose to move into this other, seemingly better world of fantasy. However, in her brown eyes that was no fantasy, because it has materialized in the form of a concrete photo, a document that she drew in the face of anybody and everybody to prove that she actually had green eyes.

Latter, when I joined an NGO working in an impoverished area at El Hadaba El Wosta in Mokattam hills in Cairo I realized that despite the actual harsh living conditions, a rather expensive photo shooting session for young teenagers, girls and boys, was actually a popular trend. The resulting photo would be usually remotely connected to the original image of the subject, yet s/he would usually be very proud of the remoulded copy of his or her own figure.

The Denial Choice

When the youth of the Ngo produced a short documentary about the images of life in the Mokatam surroundings the immediate reaction was an infuriated crowd of parents shouting angrily. They blamed the NGO and their children, who shared in the shooting and editing, for showing the mountains of trashed waste that has become almost an integral part of the natural scenery of the place. Their pride was wounded and feelings hurt as if this film was describing them and not the place they lived in. They simply did not want to see, in a film or an image, the huge mountains of harsh reality that lay at the doorsteps of their own houses.

In the media world it is this power of imagery that is at play all the time. In order to sell products, advertisers sell images not only of the product but also of the happy jolly people who consume this product. Of course these cheerful consumers are good looking if not strikingly beautiful and very well dressed; They act, walk, and talk, in a space that is radiant and calm, green mountains, prairies, beautiful houses, exquisite decoration, in short the very opposite of what poverty is.

Poor, on the other hand, is seen and heard in the context of social disruption of some sort, a motive for committing crimes, poor is simply ugly. In a documentary entitled “marazzeek” (an Arabic word that means random unsteady income as opposed to regular salary) an Egyptian peasant who lives in a poor village in Upper Egypt describes herself saying: “I am not beautiful, I know that, will never be and I do not care, not any more”.

The point that is at issue here is that the mediated world of advertisements and entertainment is imposing a passive reactive attitude of denial for the marginalized masses that turns them away from fighting back to emerge from their sad conditions. Instead, very often they choose to follow the same consumption patterns of the privileged minority as advertised in every day media in disregard for their own economic conditions and constraints. Thus, they congregate to buy mobile phones ( recent studies show that there are 57million mobile device in the Egyptian market) and Satellite dishes while their own houses might not, literally, have a solid roof to protect them from the cold and rains of winter.

Praising Actions Not Looks

Franz Fanon(1968) observes, rightly, that “A national culture is the whole body of efforts made by a people in the sphere of thought to describe, justify, and praise the actions through which the people has created itself and keeps itself in existence.”(As cited in A. Mersepassi, A. Bassu& F. Weaver, 2003, p.195)

In his book Architecture for the poor Egypt’s renowned architect Hassan Fathy revealed the embedded wisdom of traditional architectural designs and techniques common in rural Egyptian villages, a wisdom that the poor Egyptian fellah accumulated through his interaction with nature and lead him to the creative use of available natural resources in the form of materials such as earth, reed, straw or stone. Fathy re-introduced environmentally sound techniques such as wind catches, cooling towers, the mushrabiya window screen, vernacular devices and proven methods for cooling structures; techniques that became, ironically, the astounding features of some of Egypt’s most rich households.

The ability of the poor to survive adversative conditions is not a legend of the past in the form of a monumental architect. It is a skill that has long been abandoned simply because the consumption ethos of modern times is based on craving demand as opposed to the old wisdom of making ultimate use of the available resources.

Unilever Value Chain

In an attempt to explore the links between international business and poverty reduction Unilever and Oxfam worked together in a collaborative research effort to examine the impacts and effects of Uniliver operations on economic development and poverty alleviation in Indonesia. The research explored Unilever ‘s entire value chain in Indonesia, examining issues such as the company’s employment policies and practices from supply through distribution, its relationships with poor consumers in the marketplace, and its wider impact in the community and on the business sector. In dealing with marketing and advertising goods for the poor both organizations agreed that marketing to the poor could serve the poor’s interests:

“If product choice and competition leads to lower prices, and if consumers are provided with better information about products.”

Though basically well intentioned and reasonable, these two conditions are actually seen from a macro economic position rather then down to earth social stand. The impact of the televised advertising of a worldview of luxury and wealth prompts an uneven competition not between two different products that are equal in importance, but between the social fantasy and the harsh reality of a strained economic condition. Providing better information about products is largely the concern of the educated wealthy. When the poor buys a product he is embracing the worldview that this product is promoting, which undermines the element of free choice and most certainly decreases the ability to make wise choices.

Nevertheless, the research in the final analysis does lay down the foundations for the marketing and advertising of goods to work for the poor:

If it gives them access to high quality products that are good for health or well being more generally
If it improves the value of their limited disposable income
If it increases economic opportunities in their communities by creating jobs in the distribution network or the supply chain: in particular jobs that provide working capital or new types of skill and opportunity.

Still all these conditions in the absence of awareness, will have a very limited impact.

The Charity Pornography

So far the industry of media and communication, outside the context of charity campaigns, did not care to recognize the poor. In the world of development hundreds if not thousands of charity campaigns have made use of such photos of powerless, helpless poor women with a flock of ill and mal-nurtured little boys and girls heaving around, to advertise for their noble goals and to elicit responses from generous donors. All these vivid representations of poverty massively over a long period of time represent a sort of “development pornography”. Inevitably they send simplistic messages that foster racist stereotypes, striping an entire population of their dignity and encourage prejudice. Further they help projecting a stereotyped image that these helpless and incompetent communities in the developing world whether in Africa or Asia are in need and will be in need for perhaps indefinitely and that without aid, donations and charitable donors, they cannot survive (Sankore, 2006).

Nevertheless, access to new technologies by individuals means simply an access to power where the consumer is perceived as an “active” subject, an independent variable in the consumption process (Fortunati, 2006). A recent study on exchanging messages using missed calls drew attention to the creative use of the mobile by the poor to avoid being charged for phone calls forcing phone companies to allow customers send open requests in the form of a very basic signal to friends for a phone call (Donner,2007).

Practical Solutions

The number one practical solution is from our field work. At Alwan wa Awtar a major component is to work on boosting a positive self image. All our activities, arts, music, photography, and even sciences are designed to help the children feel better about themselves, to have a positive self image, and to trust their abilities and skills
On a larger scale mobile companies, internet service providers, international businesses, advertisers and various TV channels play a conscious responsible role in recognizing the disadvantaged masses. Research should be conducted to focus on the effects of consumption patterns on the general community welfare ( we encounter the negative effects on daily basis this is a change that needs to be on a macro scale).

Media has an important role to play to reintegrate the poor in the wider social and political context, to engage them in the wider conversation of rules and power, and most notably to hold them accountable for his own welfare.

Advertising for development campaigns should stress the role of the poor in any development project. The Poor should not be portrayed as a recipient of aid but as potential entrepreneur, an added value.

There is a dire need to tell the stories of success, fruitful results, aid receivers who became donors, youth who were able to turn their lives towards productivity. Some of them should be made into national figures an emblem that stirs feelings of hope and pride.

Finally, in their book, “fortune at the bottom of the Pyramid” (2002), C.K. Prahald and Stuart L. Hart sought to prove that “low income markets are a great opportunity for the wealthiest companies to seek their fortune and bring prosperity to the aspiring poor” (p.1) This has been proven to be a true theory that could work effectively but needs rigorous on readjusting the priorities of the business elite to make use of a huge potential that is so far has not been explored.

الدعم النقدي الرصاصة السحرية للقضاء إما علي الفقر أو في الأغلب علي الفقراء

يراها المارة جالسة هناك علي إمتداد الرصيف في زاوية مظلمة بفضل السواد الذي يلتف به الجسد المتهالك صيفاً وشتاءً، إنها بائعة المناديل الورقية و التي تفترش الكثير من الأرصفة في مختلف انحاء العاصمة. مع مرور الوقت تعتاد الأعين مشهد السيدة، عجوزاً كانت أوشابة، وحيدة او مع طفل وليد او أطفال صغار. مع مضي الوقت يتحول الكيان أو الكيانات المتراصة في زاوية الطريق من معالمه مثل عمود الإنارة او كشك السجائر. الجميع يعبر من الأمام أو من الخلف والقليل يتوقف أحيانا ليقدم ما قل أو كثر من ... دعم نقدي

هذه الصورة للدعم النقدي هي أول ما يتبادر للذهن حين يثور الجدل حول توجه الحكومة نحو إلغاء الدعم العيني للسلع الغذائية من خبز وزيت وسكر وتحويله لدعم نقدي يحصل عليه مستحقي الدعم من الفقراء. وهو تصور لمواطنين شديدي البؤس تمتد ايديهم بالرجاء في إنتظار عطاء الدولة. وهي الصورة التي تنفيها تصريحات المسؤولين بقوة مؤكدين أن الهدف هو توجيه الدعم لمستحقيه، مستشهدين بتجارب ناجحة لدول تحولت للدعم النقدي ونجحت في مكافحة الفقر مثل المكسـيك والتي كان لها السبق والريادة في تطبيق التجربة بنجاح مشهود له دولياً في إطار برنامج أطلق عليه إسم.. الفرصة

التماثل كبير بين الأزمات والمشكلات التي تواجه كل من مصر والمكسـيك يغري بالإعتقاد ان التجربة يمكن إستنساخها في مصر. في المكسيك تصل الكثافة السكانية لما يزيد علي ال108 مليون نسمة يعيش منهم حوالي 18% من السكان تحت خط الفقر مقابل حوالي 80 مليون نسمة في مصر20% منهم يعيشون تحت خط الفقر. البطالة المستشرية ومكافحة الفقر هي اكبر التحديات التي أصبح من المحتم مواجهتها بالنسبة للبلدين مع ملاحظة أن البطالة في المكسيك تتراوح مابين %3 الي %4 في حين انها في مصر يتراوح تقديرها مابين 8% الي 10%. ورغم إنخفاض معدلات البطالة نسبياً في المكسيك فإن الفروق الضخمة ما بين الفقراء جداً والاثرياء جداً دفعت الألاف من الفقراء في يوليو 2006 الي قلب المدينة الجميلة والفاخرة نيو مكسيكو في تظاهرات عنيفة حطموا فيها واجهات الفنادق والمحال، فيما يشبه إنتفاضة 17 و18 يناير 1977، منددين بإرتفاع اسعار التورتيلا وهو نظير الخبز البلدي في مصر

غير ان الفارق الكبير بين مصر والمكسيك فيما يتعلق بتجربة الدعم النقدي يتلخص في كلمة واحدة ولكنها فارقة وهو إضافة كلمة" مشروط " لعبارة الدعم النقدي. والدعم النقدي المشروط تعني بالاساس ليس مجرد تقديم الدعم لمستحقيه ولكن تقديم الدعم بشروط مسبقة تستهدف تغيير سلوكيات المستفيدين من الدعم وإلزامهم بسلوكيات محددة تضمن أقصي الإستفادة و إستحداث تغيير حقيقي في حياتهم يضمن خروجهم مع الوقت من دائرة مستحقي الدعم . والدعم النقدي في صورته المشروطه يستهدف إحداث تغيير في قطاعات بعينها مثل الصحة والتعليم، وأيضاً دعم الفئات المستضعفة في المجتمع وهي المرأة والطفل. وهكذا يقدم الدعم النقدي بشرط إنتظام الأبناء في الذهاب للمدرسة وإنتظام الأم في حضور فصول توعية وتوجيه، وإنتظامها في المتابعة مع الوحدة الصحية فيما يتعلق بالصحة الإنجابية وصحة الأطفال والمواليد

ومع التجربة يتضح أن هناك شروط لازمة لنجاح نظام الدعم النقدي منها وربما أهمها الفصل التام بين البرنامج والنظام السياسي وهكذا فإن نجاح البرنامج في المكسيك لا ينتسب لأي من الرؤساء الثلاثة الذين تعاقبوا علي حكم البلاد منذ عام 1996 وحتي اليوم ولكن ينتسب لإثنين من الخبراء الإقتصاديين المكسيكيين هما سانتييجو ليفي وجوزيه جوميز دي ليون . وقبيل الإنتخابات يتم وقف توزيع الأموال تماماً كما يهتم الإعلام بالتأكيد للمواطنين علي ان حصولهم علي الدعم حق من حقوقهم وليس منحة يمكن حرمانهم منها. و يشترط ايضاً الفصل التام مابين القائمين علي المشروع والحكومة فهم ينتمون لكيان مستقل يضمن إستمرار البرنامج رغم تغير الحكومات والسياسات، وهناك أيضاً فصل ثالث كامل وتام لدرء اية شبهة فساد ما بين الجهة التي تدير البرنامج وعملية توزيع الاموال والتي تتم من خلال البنوك الإستثمارية وهيئة البريد. وفي النهاية فإن العملية برمتها تخضع للمراجعة والتدقيق من قبل هيئات دولية لضمان النزاهة وحسن الإدارة

حسن الإدارة في التجربة المكسيكية يعني ليس فقط إدارة الأموال ولكن إدارة المجتمع. ففي بداية طرح المشروع كان هناك معارضة شديدة وتخوف في ظل غياب للثقة ما بين الحكومة والشعب الذي إعتقد و قتها أن المشروع هو تحايل جديد من أجل تخفيض الدعم للفقراء. ولهذا السبب تـأجل تنفيذ المشروع لفترة طويلة عمل خلالها ليفي ودي ليون علي عقد العديد من اللقاءات والندوات مع اصحاب الرأي ورجال الإعلام والمؤسسات الأهلية ورجال الدين ، وذلك لضمان حد أدني من التأييد للمشروع. والذي إنطلق في أغسطس 1996 في إطار من الشفافية التامة والمتابعة عن كثب من جانب الإعلام

وقبل ان يندفع القارىء للوصف السابق للمشروع بتقديم أوراقه للهجرة للمكسيك لينضم لفقراء هناك من ذوي الدعم النقدي، يجب ان نعلم الي أي مدي نجح هذا البرنامج في تغيير خريطة الفقر في المكسيك. وتشير التقارير الي انه مع إستمرار وتطوير المشروع فإن الفقر قل من 57% في بداية عام 2000 الي 47% في عام 2005 و هو ماتعتبره الهيئات الدولية نجاحاً كاسحاً دفع البعض الي تسمية الدعم النقدي بالرصاصة السحرية

ولكن - وهناك دائماً ولكن- تشير التقارير الي ان البرنامج نجح في الخروج بجزء من الشعب من دائرة الفقر الشديد المدقع، لتزيد بالتالي بصورة مطردة نسبة أفراد الطبقة المتوسطة الفقيرة والذين يجدون صعوبة شديدة في المضي قدماً في التطور والإرتقاء ، مما يعني أن البرنامج لايؤدي الي تنمية بشرية حقيقية وشاملة ولكنه يقلل من نسبة الفقراء جداً وهو ما يفسر إستمرار القلاقل وزعزعة الإستقرار في المكسيك. وبالمقارنة مع مصر، فإن الدراسات تشير الي أن أعلي نسبة بطالة في مصر هي في الواقع لخريجي التعليم المتوسط ولأبناء الطبقة المتوسطة الدنيا بنسبة 55% وتزايد أعدادهم يعتبره الخبراء قنبلة زمنية موقوتة في مصر. كما تؤكد دراسة حديثة أجريت في 2005 علي التلاميذ المصريين أن نوعية التعليم وليس تكلفته، رغم إنتشار الدروس الخصوصية وإرتفاع تكلفتها، هي التي تزيد من نسبة المتسربين من التعليم، فهناك علاقة تلازمية قوية مابين جودة التعليم واستمرار الطالب في الذهاب الي المدرسة. وبالتالي فإن ربط الدعم النقدي بالمواظبة علي الدراسة مثلاً في مصر قد لايكون السبيل الامثل للتنمية في مجال التعليم

ما تزال المكسيك تعيش مرحلة إنتقالية صاخبة ولكن النجاح المدوي لبعض سياساتها جاء ليس فقط بفضل السياسة ولكن بفضل قدرة الساسة علي التلاحم مع الجماهير ، فبعد مرور عام علي اعمال الشغب والتظاهرات بسبب الغلاء ، حصل فيليبي كالدرون الرئيس الحالي علي تأييد لسياساته في الإستفتاء الأخيربنسبه تصل الي 57% وكان من بين الإجراءات التي قام بها فور توليه الحكم الإعلان عن خفض راتبه ورواتب وزراءه بنسبة 10% لصالح مبادرات التنمية المختلفة بالبلاد، فهل يفعل بالمثل وزراء مصرو يتنازلون عن مقدار من رواتبهم لدعم مرتبات الموظفين مثلاً الذين يضطرون أحياناً إلي النزول للشارع في مظاهرات بعضها صاخب وبعضها هادئ و أكثرها غاضب للمطالبة بحقوق لهم

ولكن المشكلة غالباً أنه وفقاً لأرقام ونظريات أصحاب القرار في مصرمن الوزراء وواضعي الخطط والسياسات فإن هؤلاء الموظفين ليسوا بالتاكيد من مستحقي الدعم النقدي حتي لو كان في صورة المرتب

Cairo's Dual Predicament : Facing the Hazards of the future, Missing the Opportunities of development

All over the place only the children were happy to see the black polished device pointing at them, they ran and lingered right in front of the lens, paused and smiled with excitement. Almost everybody else in the narrow shadowy alleys of the old degenerating neighborhoods of Boulack- Abul-Ela and Rod-el-Farag looked at the camera with apprehension and uneasiness. Their eyes followed the directions of the lens with a burning question about what is being filmed and why. There were all sorts of craftsmen and traders in their tiny shops often laying their merchandize, wood, metals or fabric on the pavement. They all had the same attitude; a journalist with a camera strolling around was not welcome. She would most certainly write about the dirty roads crowded with poor grubby people. The only foreseeable outcome would be a speeding up of a process of forceful evacuation to pave the way for luxurious housing for the rich.

According to architect Rageh Abu Zeid former chairman of the National Centre for Housing Research, the golden coast of the Nile has always been a desired setting for all sorts of activities and not just housing. This led to the sprouting of deluxe towers all along the shoreline hosting five stars hotels, trendy shopping malls, expensive office spaces, and exclusive housing for the elite.

A booming real-estate market along the shoreline of the silver waters of the Nile, according to Rageh, is a predestined fate and a logical choice for such a unique landscape, but it is also a peril. This is because each and every new high rise weighs down Cairo's already over burdened infrastructure, sending a superfluous horde of cars into its jammed streets, gulping down water and electricity and abusing the old city's limited resources. Naturally, it is also a peril in the eyes of the large hard-up population that inhabit an old crumbling Cairo resting immediately at the rear of the glamorous shoreline.

"Soon they will remove us from here and knock down the whole locality” said a veiled woman as she sat on the doorsteps of a century old stone house. She was a good looking young woman in her mid thirties. She seemed much older with her bright-less green eyes and uptight countenance. The house belonged to her grandmother. It used to be a school in old times with many spacious rooms inside. At the entrance of the stone building there was a beautiful hand engraved stone gate, though discolored and grayish its soaring wooden door had a dignified upright posture. As she spoke her eyes followed the long narrow shady alley as it crawled towards a brightly lit glassy tower that looked over the tiny houses of the old Rod-el-Farag district with a haughty disregard and indifference. The crawling alley and the conceited tower both epitomized the meaning of disparity. The apparent conflict between poor and rich over a much coveted piece of land is only a façade that conceals a much deeper and more chronic predicament.

Cairo's population and real estate crisis is better grasped when seen in numbers. In Cairo there is an average of forty thousand individuals residing in one square kilometer, in contrast to Paris which has an average of seven thousand residents per square kilometer and London which has only five thousand per square kilometer. The mixed up use of the new high rises for trade and residence has led to a skyrocketing pricing of the different units, says Rageh. The end result is an unbalanced market with over estimated prices and an increasing number of real estate investors targeting the higher upper class, and the visiting oil money in pursuit of quick profit. Meanwhile, the severe shortage in investment for the larger population of the medium and small Cairo residents has led to a chaotic situation, where four of the world largest slums, according to a recent UNDP study, exist in Cairo putting up around eight million inhabitants.

Looking at Boulack-Abul-Ela and Road-el-Farag from a bird’s eye, the broad scene tells of a slum area very similar to those that encircle the city at its desert margins. The usual course of action in dealing with such old degenerating neighborhoods is a surgical procedure of evacuation and demolition. Whereby, new land investments and opportunities are offered to feed up an avid real estate market. However, in this particular area such a procedure will have some very damaging effects; notably, the demolishing of a cultural treasure of an old architect and history.

Delving into the narrow alleys of these old quarters a unique splendor unveils itself to the on looker. The shady alleys cut across a population of two to three-storey buildings standing shoulder to shoulder one against the other. They have an amazingly quiet ambiance as the density of the tiny ageing houses keep at bay the disruptive noisiness of the main streets. Every now and then, old beautiful houses with unique architect and beautiful carvings come into view along the creeping roads. On the fringe of these quarters, a decaying economic infrastructure of small industries, old crafts and trade is struggling to survive. The restoration and upgrading of these neighborhoods could be a unique opportunity for the booming tourism industry to have an attractive old historic city right at its doorsteps. Shoring up, instead of bulldozing the area and the small industries, crafts and trade, will add to the attraction of the whole area. Change does not need to be a revolution with immediate surgical measures; it can be an evolution, a process of gradual change and development using arts and creativity, says Rageh. Further, development as a tool for change could lend a hand in bridging not only an economic gap between poor and rich but a social legacy of mistrust and anger.

Even the real-estate market can eventually profit from an increasing value of old houses that will be dealt with as a valuable and rare possession.

تسجيل لحالة فريدة لمدينة تقهر أبناءها ويقهرونها

المثيرللإنتباه والدهشة هو التجاور والتقارب ما بين الفقراء جداً و الأثرياء جداً بل و التعايش بينهم فكلٌ يتقبل وجود الآخر كحقيقة مسلمة وفي نفس الوقت يتجاهل وجود الآخر لانه ببساطة ليس جزءاً من عالمه وواقعه

علي حافة الرصيف في حارة ضيقة من حواري روض الفرج جلست السيدة الشابة باستسلام يائس تنظر الي واحد من تلك الأبراج البراقة المطلة واجهتها علي نهر النيل من ناحية ومن الناحية الأخري تبدوا وكأنها مارد عملاق يتطلع بإزدراء الي الطرق الثعبانية المنحدرة للحي القديم ومضت تقول: حيشيلونا من هنا زي ما شالوا السوق زمان

هذه الكلمات ومعها الخوف والترقب يظهر باستمرار في عيون الصناع والتجار والحرفيين ليس فقط في روض الفرج ولكن في وكالة البلح وبولاق ابو العلا وارض الترجمان و في تلك المنطقة الممتدة و الواقعة وراء ماسبيرو و ابراج ساويرس واغاخان

إنها منطقة تتناثر علي إمتداد واجهتها بنايات في الغالب زجاجية شاهقة الإرتفاع تتكاثر و تعلوا حول شريط المياه الفيروزية المتدفقه المسمي بالنيل وهي تبشر بمستقبل سياحي باهر. وتجتذب الكثيرمن رؤوس الاموال لهذا الغرض بالذات. ولكن هذه البشري السعيدة هي للأسف تمثل أيضاَ تهديداً لحياة الالاف من البشر ولبنية إقتصادية كانت يوماً وماتزال علي قدر من الإزدهار من صناعات تشغيل معادن و تجارة أخشاب وملابس وغيرها

الجلوس علي الأرصفة والحديث مع أهلنا في هذه الأحياء تجربة يصعب أن تلتقطها الكاميرا ولا توصف بالكلمات. ولكنني أدركت أننا جميعاً شهود علي عملية إبـادة إنسانية، ومشاركين فيها بالسكون والصمت وفي النهاية فإن ما يتم إبـادته بايدينا هم أهلنا و إنسانيتنا و أنفسنا والمستقبل الذي يجيء إلينا ليجد انه ليس هناك اساسات حقيقية من فكر وبشر ليستقر عليها

الكل في إنتظار قرار الإزالة والذي سيدفع بهم وبأبنائهم وباعمالهم الي غياهب الصحراء لتزداد أعداد ساكني العشوائيات عدة الاف أخري تتحول مع الزمن إلي ملايين. وبدلاً من أن يسعد من جاور السعيد. تتعمق الفجوة فيمابينهما و يصبح

بقاء احدهما معناه فناء للآخر . والنتيجة حزام من الفقر تتعدد حلقاته وتتزايد بكثافة خانقة حول القاهرة. حزام أكثرخطورة من الطوق الناسف الذي يحيط بالجسد النحيل لإرهابي بائس تحول بفعل الغضب لقاتل مأجور يقتل نفسه

وآخرين معه

والمشكلة ليست في إزالة حي سكني أو في نقل مجموعة من البشر من مكان إلي مكان, فحتي مع توفر التعويض المالي المناسب وهو امر مشكوك فيه تظل المشكلة قائمة وهي ان الإزالة هي إزالة لبنية إقتصادية قائمة بالفعل مابين تجارة أقمشة و ملابس واخشاب الي صناعات تحويل معادن وحرف ، إضافة الي معمار تاريخي لن يتكرر يتواري في زحمة البشر ويتآكل مع حمي الهدم والبناء و معه تتآكل قاهرة وأحياء تراثية قديمة كان يمكن ان تكون عامل جذب للسياحة رائجة

المشكلة الأخطر هي أن أهل المكان يعيشون في إستسلام يائس حالة من الخوف والقلق لا يعرفون ما يخفيه القادم من الأيام. في حين أن أبسط أنواع الممارسة الديمقراطية تتلخص في حق الإنسان في المعرفة و الإختيار، إختيار مصيره. قرار إزالة أو نزع ملكية لمنفعة عامة أو حتي إعادة تخطيط يجب أن تتمتع بقدر عال من الشفافية وان تتم بموافقة شعبية. ولكن مايحدث عادة هو صدور قرارات يعقبها ظهور جرارات. ويتبع ذلك غضب وثورة وبكاء ويئس وأمال لأسر تتحطم علي صخرة المنفعة العامة وفي الغالب الأعم تكون منفعة عامة تمت خصخصتها لقلة من المنتفعين. و أما البديل الآخر فهوتلك الحالة المزمنة من الإنتظار المر والتي تعني ببساطة أنه ليس هناك تخطيط أو رؤية أو حتي مجرد إهتمام

يحدث ذلك لان القاهريين الحكام والمحكومين سواء يتجاهلون أن المنطق الأساسي للفكر اللإقتصادي هو التنمية الانسانية ليس من أجل الحق والخير والعدل ولكن ببساطة لان التاجر والصانع يجب ان يجد الزبون القادر علي الشراء ويحتاج للعامل المؤهل والماهر وهؤلاء يتآكلون بالتدريج تحت وطأة الإهمال والفقر. ويتحولون من طاقة يمكن ان تكون صانعة وبناءة الي طاقة عاطلة أو تم تعطيلها بفضل التجاهل والإهمال

يحدث ذلك لان القاهريين الحكام والمحكومين سواء يهتمون ببناء مكان وليس ببناء إنسان ولأن الإستثمار العقاري اصبح المرادف الحديث للثروة فتحولت عمليات الهدم و البناء إلي هدف في حد ذاته. و يشارك في قهر المدينة اثرياءُها وفقراءُها لأنهم جميعاً وببساطة يمارسون حالة من الفردية الشديدة ويهتمون بمصالحهم العاجلة الآنية مضحين في سبيل ذلك بالماضي والمستقبل

وبالتالي وفي غياب المنطق والفكر تـتـورم جنبات المدينة مابين ناطحات اسمنتية قبيحة تظهر فجأة الي الوجود في قلب الحي القديم إلي أحياء بنيت بكاملها بلا منطق وأو رؤية. مجرد كتل اسمنتية متراصة راسياً وافقياً ومتنافرة من حيث الطراز والإرتفاعات. والنتيجة أن الهدف الإنساني و الأساسي للبناء وهو السكن والسكون يتواري وراء جدران التملك والإقتناء و الإستيلاء وتجاهل الحقوق الإنسانية ليس فقط لبعض او لعدد كبير من الافراد ولكن للمدينة بكاملها

وربما تكون الأرقام هي الأقدر علي تجسيد المأساة التي تعيشها القاهرة المقهورة و الصابرة. ففي الكيلومتر الواحد في مدينة القاهرة يعيش حوالي 40 الف نسمة في المتوسط، أكرر 40 الف نسمة وفقاً للإحصاءات الرسمية

و في المقابل في باريس مثلاً يبلغ العدد 7 الاف نسمة، وفي لندن المزدحمة دائماً ابداً يصل العدد إلي 5 الاف نسمة. ووفقاً لإحصاء عام 2007 كذلك فإن تعداد سكان المدينة يصل إلي الثمانية عشرة مليوناً. ومن بين ال18 مليوناً هؤلاء هناك مابين 6 الي8 مليون يعيشون في العشوائيات المحيطة بالمدينة. ومثلهم يعيشون في عشوائيات داخل المدينة

المثير للإنتباه والدهشة هو التجاور والتقارب ما بين أولئك الذين يعيشون علي حافة الفقـروهؤلاء الذين يعيشون في عالم الأبراج والقصور المخملي علي حافة النهر بل والتعايش بينهم فكلٌ يعلم بوجود الآخر كحقيقة مسلمة وفي نفس الوقت يتجاهل وجود الآخر لانه ببساطة ليس جزءاً من عالمه وواقعه. المأساة هي أنهما وجهي عملة واحدة هي عشوائية التفكير وغياب الرؤية إلي حد الجهل وانانية القرار. أنانية تدفع بعض القاهريين للتخلي عن مدينتهم ليغادرونها إلي العيش وراء أسوار في مدن جديدة يشتمون فيها رحيق الزهور وتمتص حدائقها ومنتدياتها مخزون السنين من مياه النهر. وهناك وراء الاسواريختفون عن العيون ويختفي كذلك عن عيونهم ما لايريدون رؤيته من عشوائية يُدينون من يمارسها ويتجاهلون ممارستهم لها

الحلم

ماسبق كان هو الواقع الذي نراه في كل يوم في انحاء مدينتنا الصامدة حتي الآن وأما الحلم فهو أن يكتتب المصريين و أن يشاركوا بانفسهم في ترميم احياء روض الفرج وبولاق . علي ان تكون تلك عملية ترميم لبشر لا للحجر فقط

وهو ما يعني طرح عدة رؤي مختلفة لكيفية تطوير وترميم المكان والبيوت وذلك للمناقشة المجتمعية والإستفتاء العام بعد توضيح أبعاد كل خطة. ويعني كذلك طرح خطة عمل يشارك بموجبها الشباب والكبار من أهل المنطقة الي جانب أعداد من المتطوعين من الجمعيات الاهلية والمجتمع المدني والجامعات في عمليات الترميم وإعادة البناء بعد أن يتم تدريبهم وبالتدريج ستتحول الطاقات العاطلة من أهل المنطقة الي عمال مهرة فتفتح لهم ابواب الرزق وكذلك ستتوفر لمختلف صناعات البناء والتشييد وغيرها عمالة مدربة تحتاجها يشدة. ويعني كذلك مشاركة شباب كليات الهندسة و العمارة كجزء من تدريبهم العملي في دراسة الأحياء ورسم المخططات والإشراف علي التنفيذ وتدريب أهل المنطقة ( في الواقع يقوم الطلبة في هذه الجامعات سنوياً بعمليات مسح ورسم مخططات يكون مصيرها الأدراج: أدراج المكاتب وأدراج الرياح

ويعني أيضاً تقديم المنح والقروض الصغيرة للصناع و الحرفيين في المنطقة لتطوير صناعاتهم الصغيرة وتدريبهم بحيث تكون هذه الصناعات من الحرفية والدقة التي تمكن الصانع المصري من مواجهة ومنافسة المستورد وتمكنه من التوسع وإستيعاب المزيد من الايدي العاملة. وبذلك تقوي تلك البنية من الصناعات المغذية و التي يحتاجها بشدة الإقتصاد المصري. ويعني إيجاد حلول معمارية مختلفة للمشكلات البيئية

ويعني ترميم شوارع وطرقات واحياء ، و إنشاء مراكز ثقافية ومسارح شعبية و مهرجانات، لكي تتحول المنطقة الي مركز إشعاع ثقافي وإنساني مثلما كانت يوماً في أوائل القرن الماضي منطقة روض الفرج. والحلم ليس مستحيلاً فهناك تجارب مماثلة علي نطاق ضيق وبدون المشاركة المجتمعية الواسعة في منطقة الدرب الاحمر بالذات تلك المحيطة بحديقة الازهر

من المهم أن يتم ذلك من خلال إكتتاب عام لانه يعني مشاركة المصريين في عملية البناء والتغيير ويعني نشر الوعي و تنامي الإدراك بين الجميع بأهمية عملية إعادة البناء والترميم لحياة الناس علي حساب المصالح والمنفعة الشخصية

ولماذا تلك المنطقة بالذات أولاً لأنها مطمع لصقور الإستثماروالمنفعة الخاصة. ثانياً لانها تملك بنية إقتصادية نحتاج الحفاظ عليها وتملك مقومات مستقبلية من أهمها مرفئ القاهرة البري للنقل، والذي تم تطويره حديثاً ، و يسمح بالتصدير لمختلف انحاء البلاد و أيضاً البلاد المجاورة

وثالثاً لانها منطقة حيوية في قلب القاهرة وتطويرها سيصلح من حالنا جميعاً

وأخيراً نحتاج لمشروع قومي يمس المصري وحياته اليومية، ويقيم جسراً مابين مختلف فئات المجتمع، فيذيب ليس فقط الفروق الإقتصادية والإجتماعية ولكن أيضاً الغضب والأحقاد

والأهم أن مثل هذا المشروع سيقيم جسراً من الثقة ما بين الحكام والمحكومين. فنحن نحتاج لنموذج للتنمية يمكن تطبيقة عدة مرات في مختلف أنحاء المدينة

والأهم من كل ماسبق هو اننا نحتاج الأمل

المدينة تتآكل مبانيها بفعل الزمن و الإهمال وتتآكل معها وربما قبلها حياة البشر

اقتصاديات السياحة و الاستثمار تهدد الصناعات الصغيرة والحرف ولكن هل هي ضرورة أن ينفي أخدهما الآخر؟
